It is silver and I've seen these before, but I can´t find the maker right now. They are made in Norway and imported to Sweden. I guess the hallmark looks like the three crowns in an oval below? It´s the Swedish import mark used between 1913 - 1988 http://www.minepost.be/kattfot.jpg
