The Libra means market and high court. Their relics are kept in Bad Münstereifel. So I think that CWF could be a goldsmith in Bad Müns...

yes - The Hallmark would fit more to Germany . But I do not think it is Hanau . Now I think it is Hanau. There is a spoon of Hanau Neustadt ca. 1790. The marks are also on top of spoon. https://abload.de/img/loeffel_hanau_1790_ichjkdr.jpg But I think this is another spoon of the maker [HM] in Hauna...

there is a spoon looks like french style but with (13) lot-mark.
Makersmark is IS in a rhombus and 6 balls in a triangle.

any Idea?

It is the same < 13 > mark like this !

This eagle mark is probably the hallmark of Villingen
and makersmark S is probably the makersmark of Josef Ignaz Schilling. Born 1793, Master 1818.
