The reverse is definitely so - most early china articles were based on silver forms, especially noticeable in such as Lancaster (Spode) which have gadrooning and other forms of decoration taken from the silver.

This is likely Mid-Eastern filigree with a gold wash or plating, which is termed vermeil. 950 is the silver content, out of 1000 parts, so better than sterling. Much of the Eastern filigree is gilded to give a more lavish appearance.

This is a typical Etruscan Revival cross, very nice, with typical touches such as the granulation along the circumference. Dates from the mid-Victorian era, although country of origin is not determinable without any marks.
