Also, this mark may be 'HI' or 'IH'. I don't think we could distinguish between the two here, unless only one combination presents itself in the records for this date.

I googled 'Plat-Mex S.A.' and found the company's website. It states they've been in business over 50 years (website created 2001) and their Mexico City address is provided.

I don't think the 'F' is a puzzle - according to Jackson's, from 2 May 1890 to 5 July 1890 the 'F' was used without the duty mark in Chester.

Acme Silver? I've seen other sterling items listed as by the Acme Silver Company, but no marks shown...
