It appears similar to the marks in my Norsk Bestikk Nowegian Silver book.

I believe they are Norwegian and made by Th. Olsens.

This set is marked with Danish 3 towers for sterling date mark 1923 with name Paul Petersen and asay mark. Sound like Whiting or Wendell. Both have a W in a cricle with a lion. Check the marks page.
