Perhaps Finland and IHP for Johan Henrik Petrelius, active in Pori / Björneborg1825-1867? Although unclear mark. To me it appears to be town mark Amsterdam, three Saint Andrew's crosses under crown with combined year letter used 18th to early 19th century, for 2nd standard silver or "kleine keur". Try to find the maker's mark.  See Amsterdam: https://www.925-1000.com/forum/view...

We can not tell exact age. Apostle spoons and forks are popular and still made today. Guesstimate, if made by Gebr. Roelfsema, turn of the 19th century.

Hi, the marks, if Dutch, make no sense to me also not a matching pair of open salts, roughly cast. It could be german and perhaps these are pseudo marks.
