There is no mark of Habsburg as far as I know. There are cities like Libau in Habsburg that have their own mark. The supposed citymark on the spoon looks like the mark of Augsburg, but it is probably a fantasy mark.

Wiener Silber page 157 (not page 158) shows maker "FS" in a retangular field from this period. But there are more makers with FS. More photo's of mark FS on the other objects could probably clear the question.

Noteworthy is that the French maker "O sign B" (around 1798/1809) is not known in my books. All the marks in this post are clear and yet the master stays unknown? How is that possible?
The "A" is not the A starting 18 july 1764. See: La dadation de l'orfevrery parisienne sous l'ancien regime, Paris musees 1995. I don't think it is French. The A could also be a town mark. For example Abo, Finland has a horizontal bar above the A.
Hard to say, but maybe Pierre Loyseau. Henri Nocq, page 158: Fleur de lys couronne, P L, un oiseau et deux grains. Jacques Helft, Les Grands Orfevres de Louis XIII a Charles X, page 325, number 301 (page 320). Pierre Loyseau became a Paris master in 1712. So that could fit.
