Its the mark of the Crescent Silverware Mfg Co Inc of Port Jervis, NY. Founded 1922 in NYC but moved to Jervis in 1939. Made mainly plated holloware early on; believe they were sold to Samuel Kirk & Son Inc in 1977
I would hesitantly suggest George Natter - mark is quite similar (Jacksons page 219), mark entered in 1773, no record of last mention so quite possible that he was still around in 1800.

Hmm, Lambe's mark appears to have a "cross" not a pellet seperating the letters. Jacksons shows his mark being entered in 1783. The list of goldsmiths shows a John Lamb (sic) mark entered 1783 lastest mention 1791. Jacksons shows the mark of John Lautier on page 218 - dated 1776, earliest ...
Whilst I do not know who the maker is, it is interesting that the maker's mark of overlapping circles seems to have "overstamped" what would have been the original maker's mark.
Would look to be the Birmingham mark for imported goods. Date wise, oh, 1905 I would guess. The "maker" is actually the sponsor/importer. I don't know who that is.
Miles, you are right to query the cartouche. It is quite distinct, with convex (?) sides and tops. Burrow's mark is quite diffierent - usually just cut corners with a square.
