To my eye, this appears to be a cast pewter replica of a dognose spoon, perhaps from a museum (British Museum?)

It really is important to post all marks present on a piece, am not sure I understand why all information wouldn't be given in the initial post - in this case, there is a good possibility that the importer's mark would be one often related to Hanau makers...

Well, everyone makes mistakes - the primary reference for Gorham, Carpenter's 'Gorham Silver: 1831-1981', will also tell you that it's a silverplate mark...

The anchor alone is an electroplate mark, and well-documented as such - the ad below is from 1869...

Personally, can't recall seeing a piece of Whiting Mfg. silverplate, have always known them as a 'solid silver only' manufacturer, and they advertised themselves as such in the 1890s. Don't believe I've even seen any coin silver bearing Whiting Mfg. marks, though certainly have seen coin with earlie...

The left-facing lion and the Roman 'G' would date it to somewhere between 1852/3 and the mid 1860s...
