THE LION --means silver
THE ANCHOR-- means city BIRMINGHAM
W and the shape--roughly indicate the year of 1946 ( like 1921 as well)
the other one is Makers Mark

Please help to know if the forks are silver or not . I am confused about the hallmarks now
