These bright cut sugar tongs have a mark of what looks like an italicized WR in a rectangle. Anyone know the maker?

I am not sure that this is even Irish so excuse me if I am off. A DE in a trefoil cartouche, both spoons have the same double crown (harp?) mark and a date mark M.
