Those are most likely salts and the earliest date based on the style is somewhere in the late 18th century. The crowned hand looks like Antwerp but someone else can probably give more exact information. The photos could be a bit higher resolution as it's quite difficult to see the smallest hallmark....

The initials in dot style / pricked engraving seem to indicate Northern Europe / Scandinavia. I didn't notice the initials in the photo as they are so faint due to reflection. That kind of engraving was often used for example in Finland in lower quality items like beakers made for the (wealthy) peas...

Just another guess. The maker's mark somehow reminds me of early American coin silver marks which would also explain why it's not assayed. But unfortunately I couldn't find any matching maker and I'm not really familiar with American coin silver at all.

Could that be Joseph Hicks from Exeter? He was active 1780-1835 so if it's him the date would be around 1780-84. I'm not that familiar with provincial silver but I think the town mark was frequently omitted in small items like in London and the lion passant can look quite similar to London.

My guess would be that they are converted from ordinary sugar tongs made in the late 18th century (after 1786, based on the duty mark). Andiron tongs were popular in the early 18th century but the hallmarks and decoration indicate the last quarter of the century.
