Need help identifying country and maker

Hello. As the topic says, I need help to identify the maker and when it was made. As I understand correctly this should be German as there is used 12 Loth silver (750). Please provide some more information: What are the initials behind the kokshnik's neck and what measures the kokshnik's frame in width (in exact millimeters please). If you cannot show the object at least tell us what is it? The initials are АР. It is about 3,5 millimeters. The peace is in Russian ...
