Hi, There are no marks, just the base. It`s resin,wax or cement. Average vintage cement weighted silver content is about 10% to 15 %. Weighted candlestick.

Finnish and German hallmarks simultaneously??!!

I need help.
On tongs - Finnish hallmarks (M6 -1941 years, Helsinki, 813) and simultaneously German hallmarks (800, crown and crescent).
How can this be?
Maybe forceps - Finnish, imported to Germany or German, imported to Finland?
I would be grateful for any tips.
