What kind of knife?

Help attribute the knife. As I understand, this is (German) silver 12 lots. This is true? But what kind of knife is this? What is his purpose? The inscriptions on it: Sterling, Hand Wrought, Pat.Pending.
There is no brand of the firm.
American?
This is clearly a forceps - but for what? Hardly for sugar.

I ask advice. I bought two silver items of Danish production, XIX and early XX century: a large round spoon and a scoop with a slotted bottom. The maker is Johan Jacob Heinrich Rühle born about 1802 in Magdeburg, ?citizenship Ribe? 5.6.1829 as silverworker, dies in1858. silver for churches in Outrup, Aastrup, Malt kirke, Vejrup, Faaborg, Spandet (1848). Bordsølv, Dragtsølv. Source "Chr. Bøje, Danske Guld og Sølv Smedemaerker før 1870...

Hi, I believe it's a style called "Bali Byzantine" chain. Made in Bali and some in Thailand. Your chain is a bit different than others I have seen, but similar in style and the clasp is the same. If you search "Bali Byzantine" you will see many examples out there to compare your...
