Search under "Mufflon"...your animal. Bahner explains it all..used by C. F. Hutschenreuther on non-plated articles. Entry concerns an Alpacca knife set.

If it is heavy, it may be silver-on-copper (brass being lighter). Probably not an undertray which would likely be more oval and have a plain bottom for the boat to rest on. A card reciever could be a useage--very embellished edges for show but rather dangerous for a dining situation--all those sleev...

Stangely similar to the maker mark for Mayo & Co. Chicago, Illinois (1896-c.pre 1904?). Could it relate to the Mayo name?

Would assume personal initials, but given it's in the steam engine era did England by any chance have a Brotherhood of say Firemen & Trainmen (B.F.T.)

The recessed dark areas might borrow from stylized Native American Lightning stikes, or even snakes, which have documented meanings. Try looking to Hopi/Navajo/Apache tribal symbology, though plains may have similar depictions. Might even find an old postcard on line with a general explanation...the...

The A.1. Coin Silver Company got in on the souvenir spoon business early by producing the Columbus World's Fair spoon for the 1893 Columbian Exposition held in Chicago, Illinois USA.

And even though its a novelty item, it could have been intended to have secondary useage for the blade--too small for practical letter opener but perhaps something like cutting/ripping threads etc.. Such items can often be targeted toward an individual's interests/hobbies.
