Forgot to mention that the hallmarks on the second spoon are a windmill, the word STERLING, and two slightly overlapped circles possibly with letters with them (the image is not clear enough to discern them).

Here is a similar spoon found online. Stem and basic bowl design are the exactly the same, however the stem tip and design within the bowl differ. The first spoon's hallmarks were on the upper back of the bowl, while this spoon's hallmarks are on the reverse of the boat along its siderail. http://x1...
