The shape of the cartouch is exactly my point. I checked it i Bennett but did not find it which left me wondering. The 1810 date would be exactly right for the item concerned - a dividing spoon by Richard Sawyer.
Given that one piece is by Richard Garde (although it is difficult to see the crest in the photograph) suggests a Cork connection, in which case you might direct your attention to the Alcock family of Kilbrittan.
The American identification crossed my own mind but ultimately I excluded it on the basis of other examples of the Westropp crest and on the decline of heraldic crests on American silver after the misadventure of 1776.
Even with shared use of punches, a list of punches positively associated makers would narrow the gap somewhat, as would be a list of those capable of making such punches.
