The "man holding a spear" hallmark could be the silversmith Jean Pick (became master silversmith in 1702) - see #1075, page 374 in Jacques Helft's 1985 reference book titled "Le poincon des provinces Francaises".

Sorry I don't recognize the maker. Turning to Nocq, he lists over 400 makers from Paris whose mark begins with a P.
