from the collection of the Colonial Williamsburg Foundation here in the U.S.

I believe that's a silverplate mark used by J. L. Herrmann, Vienna, Austria.
Late 19th century to WWI.

Agree with Dublin 1793.

We might need a clearer picture of the maker's mark to identify it.
When I enlarged your picture I thought I could see MK.
