Earl Of Winchilsea is the most likely candidate, the animal is a peagasus or winged horse.

It looks like a cross between a greyhound and a dragon with wings. The face is quite similar to a greyhound.

It looks like the stamp is an "S" with an "A" two letters interlocked somehow and stamped together.

At least the pellet is clearly visible in the center, and the "C" is very distinct, but even so, it looks like we have reached the limit of perception here.

Goblet form, design may have been added circa 1850? https://www.925-1000.com/pics/Ximg.jpg https://www.925-1000.com/pics/Ximg.jpg IC with a dot inbetween, makers mark slightly obscured, I believe the letter "a" is 1736 and not 1776 because this "a" looks skinnier.
