These marks are on a footed serving tray my grandmother purchased during her travels around/after wartime when she said people were selling their luxury items in the streets. I think I found it, it looks like it could be an old Whiting mark, but theres no date mark on it which they began using in 1905 before they were absorbed into the Gorham company.
