This looks like old shefield plate not sure of the maker, there was a lot of silversmith partnerships in shefield during the 18th and early 19th century,
the crossed keys were used by several silversmiths during that period

Here is larger image of mark it's the middle mark that im not sure of and looks like an asterisks with eight points
