The owner already said there was extensive paperwork and documents in the family. Normally, we do not trust much in stories but in this case it looks genuine family heirloom of an ambassador to Russia at the time. Otherwise, the marks would be suspicious.

Hi,
Town mark is Hamburg, first half 18t century.
There is a bag frame in Munich museum made by this maker (CH IB with flaming heart).
The fabric and possibly the chain,too, are later additions.

Hi, I agree with Krisztián; Radpunze looks suspicious (arrow). There is another mark (circle). Besides, the engraved decor of this kind is almost never seen in 1861 Vienna late Biedermeier (neo baroque or Wiener Rosensilber decor). That`s the reason we ask for the image of the item, not only marks. ...

On the other hand, one cannot eliminate Far East or India in spite of Latin initials, and lacking lettering in non European alphabets.
Cannot help much: rather modern production, anyway.

Hi,
Southern Europe, Turkey included. Less likely Spain and Portugal with well established system of hallmarking.
Arbitrary marks invented and applied by the maker, no officially legislated hallmarks.

Hi,
Not Russian, and they are solid silver .900 fineness (a bit lower than sterling).
Marks are applied by the maker, i.e. they are not legislated hallmarks.
Just guessing the origin is south of Europe.

999 means fine (almost pure) silver. There is a signature of the sculptor. It would be interesting to decipher who designed the relief, could be an important Greek artist.

Second standard of some kind (Roman numerals II) e.g. Portugal .833 before 1938.
Difficult to tell, marks are too small.
