To me it looks like a flag on the tower, not a number. In my knowledge, they did not use datanumber in those years, however, 21 (1821) would not be possible because the mark came into use in 1824. The upper one seems the horse's head of Novara, but I don't recognize the silvermith.
Can you read for certain the letters beside the tower?

Image 4 is the one to which Davidross refers as
  " marks posted on another site are Identified as Egyptian, 19th century "
Image 5 shows the comparison between the image 3 and the chicken from image 4.
