Russian Silver Powder Box?

I believe this is a Russian silver powder box, but the hallmark is a little banged up. Can anyone tell me what this item is and provide a date of manufacture? That reinforces what I've heard about this particular mark. I was told that the swan represents an imported small silver item and the P represents the Paris Assay office where the item was verified as silver.

That's a good suggestion, but won't work. Both a plate and the unidentified item have rim angles of about 20 degrees, so when the item is clipped to the rim of a plate, it sits at a 40 degree angle relative to the plate. So either the food on the plate would slide off or the cup in the unidentified ...

This item is about 2 inches tall and weighs about 1 1/4 ounces. It looks like a Gorham hallmark, but I'm not sure. Beside the hallmark is the word "sterling" and beside that is the number "D151". Can anyone help with identification of either the item or the hallmark? http://i1115...

I did pick up the original date of the pattern number, but didn’t know how long the pattern was produced as Tiffany often produces a pattern for protracted periods (as explained on the page). I found this vinaigrette a few months ago and have been trying to identify it since. There are only three parts to the hallmark as opposed to 4 or 5. Anyone able to help me out with info on this piece?
