I believe it says "Addis Ababa." You can check for yourself by looking at a map of Ethiopia written in Amharic.

I have never seen this Techu mark, either. For that matter, "Solid Silver" seems a bit odd on CES. I wonder if both pieces are Straits silver. The flower border looks to my eye more like a Straits motif than CES, and there are known Straits examples of the dragon-chasing-pearl. More of an ...

The mark is very hard to read, it looks to me like the ancient Shang numerals for 120, rather than a maker's mark per se. Shang numerals were sometimes used by merchants or craftspeople as an in-house code. Someone else may provide a more satisfactory answer, in particular if he or she could examine...

To hazard a guess, I believe that is one version of the sign for the zodiac symbol Virgo.

The maker's mark is too far gone to read, but perhaps by searching for similar zodiac rings, you might find one with a clearer maker's mark and make an attribution.
