I can't tell you what the initials and numbers mean, but the Chinese character written on this is: "ç¦" which means "fortune" or "luck". -- Chinese like to write this on ALOT of items.

"朝" --> It means "Morning".
This could very well have come from Korea, because this particular character is used alot to refer to the Joseon Dynasty.

Your markings read: "壹圓" it appears to be a literal translation of "One Dollar".

There is a possibility it is Chinese...but I'm kind of leaning towards Japan.

"è²å…ƒ" --> "Koemoto" (Most likely artisan name.)
and
"純銀" --> "pure silver"
