The maker's mark belongs to O. Liberty and represents the statue of liberty.
Active post 1838.
I have no more info concerning this silver plater.

The other mark is the bigorne mark (located at the reverse side of the Minerva mark.

To answer your question, the bigorne marks (of which the saperde mark) were introduced by ordinance of 1st July 1818 and used from August 1819 till May 1838.
