Is there anyone who could specify who or more interestingly when this ring was made

We have gotten the ring re-looked and the numbers under the eagle's head are 835 so it is portuguese silver.

Seems to be an eagle but what could the other hallmark be.. .?

My mother bought this second hand silver ring from a retired jeweler who said this is a Russian 'icon ring'. We don't practise orthodox relion and therefore don't really know anything about the background just thought the ring looked nice. Can you experts tell what the seal could be; the local jewel...
