I have been trying to identify these marks on an epergne I recently purchased but to no avail. HELP, PLEASE!

I recently purchased this lovely epergne but am unable to find any information as to maker, country, date or whether it is silver or silverplated. There are 4 hallmarks and a maker's mark in the middle. The first 2 marks are hard to decipher. The 3rd mark is the maker's mark(?) showing a shield with...
