Letters in maker punch are П.М (P.M lat.). The letter "M" is performed in Church-Slavic font.
It's can be Пётр Милюков Pyotr Milyukov (Moscow).

Or can be anybody still ...))

This fork was made by unknow maker "ИЦ". I think this maker from Odessa. 1914.
Соломон Гробдрук (Solomon Grobdruk) - was jewelery dealer. Perhaps he from Kishinev.

Yes, Matvei Sergeyev worked in Vyatka too. Matvei Sorokin worked before him (in Vyatka assay office)

I can add that Matvei Sorokin never worked in the Minsk Assay Office.
Short time (1874-1877) assayer Matvei Sergeyev worked in Minsk Assay Office (after Yaroslavl) .

Such punches meet not seldom. Letters or figures. It belong to technological process. Are used for marking of parts, lots and etc.

It is the wrong conclusion. See above.
The customs at that time sent nothing to an assay office. The customs had no such duty.

Dear Ort's. Why you argue? I thought that you already accepted the fact: in 1882 the hallmarks of the Russian Empire was changed only in additive of "notches" in an old type of marks. And now you forgot again?)) Assay Law of 1882 told about marks for import silver very little. I don't know...

Yes. Qrt.S are right. It's russian import mark (84, eagle,ПТ). But, period before 1882.
"Eagle" - assay office mark. Most possibly it is Warsaw.
Country of producing was Germany. ( most possibly)
