Dear Ort's. Why you argue? I thought that you already accepted the fact: in 1882 the hallmarks of the Russian Empire was changed only in additive of "notches" in an old type of marks. And now you forgot again?)) Assay Law of 1882 told about marks for import silver very little. I don't know...

Yes. Qrt.S are right. It's russian import mark (84, eagle,ПТ). But, period before 1882.
"Eagle" - assay office mark. Most possibly it is Warsaw.
Country of producing was Germany. ( most possibly)

Punches looks like original (from this foto). Mikhail Ovchinnikov, St.-Petersburg. 1899-1908.

This Belt Buckle was made in Novocherkassk 1882-1899.
It isn't " part of the national costume ". It was souvenir for the memory of the Caucasus.
You see an inscription on a buckle - "Кавказ" (Caucasus)

Tou are wrong. It was made in Viet Nam. Import to the USSR.
Very much lots of low qualiti silver was imported to USSR in 1950-60 .
Very knowlege design.

In maker mark - А.Г.Ш. , maker from Moscow, 1908 - .... . In Ivanov's book there are Абрам Гаврилович Шпаер ( Abram Gavrilovich Shpaer ). But, i don't trust him... )))
