I forgot to mention that one of the marks looks like Liegnitz City Mark. What did not make since to me is the cow or ram mark. Also, if you look at the handle there is an odd deity holding up the building...Poland just seems not right. There is another odd marking that I cant make out.

Okay, thanks for your ideas. The style of the pattern and markings sure look Chinese rather than Japanese to me. The idea of on incense burning box seems plausible. I thought it was an item from the 40s or 50s to be sold to tourists (stamped silver) but maybe not.

Thanks for the additional information. The makers mark is incredible small on this fork, it is 3 mm by 9 mm which is less than 50% of the size of the assayers date mark. Why do you suppose they made marks that were so small relative to the assay, silver purity, and city marks?
