Identification help needed - La Pierre?

I need help identifying the manufacturer and pattern of this piece, which I think is a sugar spoon. There is only one mark on the back, a crossed L on the handle. Simpson Hall Miller pattern

Please help me identify these two pieces. The marks are identical on the reverse of each piece, indicating they are Simpson Hall Miller. Although the image on each one is slightly different, I think they may actually be the same pattern. And if anyone knows what the 'pick' was used for, I'd apprecia...

What kind of serving piece is this?
