I have been through the American mark section and have not found this makers mark on a salt spoon, it looks like a crown or when looking closely through a loupe a sideways E

Could it be that another makers mark has been over stamped on the old makers mark, that is why reading it is difficult and also making it difficult to determine the maker.
Unfortunately, your photo of the marks is not to clear, but the scales mark is English silver convention marks. Is that a leopard head beside the scales mark, if so, that is for London, the rest I cannot make out. If you can get a clearer photo using the macro feature on your camera (flower symbol) ...
