It can not be Mazov Ivan Vasil'ev, becauze it is IVM - И В М. But the mark is NVM - Н В М. I found two marks of Н В М in P-Loseva : Maslov Nikolay Vasil'ev, Krasnoe, 1898 (number 1009 p.175) and inknown artist, after 1908, Moscow (number 2715 p. 222)

( З - Z) Zavod - factory ,
(i - i) imeny - in name of
( Д - D) Dzerzinskogo- name of first KGB's.
Ukrainian alphabet has "i".
D is not in latin, it is just handwriting of Д (similar in russian and ukrainian)

You are right I too didn't see this mark on silver, but I have some melkhior pices with prices on them. It was very usuall in former USSR to print the price on porcelain etc. If you like I will take pictures and show here. Besides there are no such model marking in USSR.
