Hello Sveobra,

Trev was right.
Both makers marks ("CIB" and "B") are from Caspar Jacob Bra(h)mfeld (1749-1814, master since 1785).
The letter "S" in the city mark was used since1808. So it was produced about 1810.

additional:

There was mentioned a goldsmith Jozsef Nagy about 1828 in Sered, Slovakia.
(3 other goldsmithes namend Nagy from Trnava, Krupina and Komarno died in the 17th and 18th century and are not considered)

Hello, it is surely not the mark of C.C. Rehder from Kiel. He was born 1759 and could not be the maker of the Ladle! Furthermore he marked with "CCR". Four more Goldsmithes from Rendsburg and Luetjenburg with the name Rehder are also to old or to young. Only two goldsmithes with this name ...
