Exactly that is the case.
Anyway, like to add that a master in the same town in Russia could not use parallel a similar mark or initials that was already used and registered to another master (in the same town/location).

Yes silverfan, bad wording from me, sorry. What I meant was that it has a Belgian import mark but not that it is made in Belgium. Actually I wrote that it is an import mark in Belgium

The Gothic letter E in the mark stands for "étrangere" (foreign). It was used 1831-1868 as an import mark in BELGIUM! What is a bit strange is the fineness (812). Usually the unregistered Belgian standards were 800, 900 and 950 often followed with M or MIL. Anyway, this is a case for Oel. ...

A rather similar mark (HR and star) can be found in Rosenberg, number 1641 (Dessau). Unfortunately the name seems to be unknown and this is a shot in the dark!

As already mentioned the maker is Ludwig Röhr (Liudvikas Rioras) in Vilna/Vilnius, Lithuania. He was born in Riga, Latvia in 1776. There are are at least 21 known town marks (a ship) of Tønder. The mark on the spoon is from the 17th century. The mark shown by AG20212 is from the 19th century, therefore they differ.
