Can Anybody suggest a way to clean the hallmark out to make it more readable, I tried a toothbrush & silver cleaner but it is not stiff enough & I am not sure what to use as to not scratch anything?

I was looking at this website again & saw what may be the maker but I'm no sure. I thought the first letter was a "C" could it be an "E"? Could this be the mark that was used by E.G. Webster & Sons ? Can this mark be dated? If so I still have no idea what it would be used...
