If it was gold filled it wouldn't test as gold. And I've never heard of 16 karat gold jewelry from any country. And there are the letter FG to show that it's not upside down. .
I have this gold or platinum bracelet with oriental hallmark. It has Oriental characters, 9999, FG. I have 18K acid and it tests at least that. It's not silver.
