PATENT is a German word, too, and is afaik used as well as the words "gesetzl. gesch." on some German pieces.
Maybe that's an hint, but I can't really help. :(

Germany has been divided in 1949 and has been reunited in 1990.
Possibly the locket is made in Pforzheim (or Schwäbisch Gmünd). Pforzheim has Germany's biggest manufactory for jewelry.

I've got some of these brooches and on every german flea market you can find similar examples.
Probably it is handmade by an unknown artist.
