Victorian Bracelet Marked F.S.G.F.

Hi, I believe this is a hand engraved Victorian bracelet of Sterling silver with a gold wash. Wondering if anyone has seen this F.S.G.F. mark before? Can't find a reference to it anywhere. I believe the GF is for "gold filled", but really can't figure out the FS. "Fine Sterling"?...
