Oriental (?) Placecard Holder - mark/origin?

New member, first request. This silver placecard holder acquired at a DC area estate sale had a hand-written label saying it was "Chinese". The motif is very Chinese, but the workmanship and purpose seem to be very European. Mark appears to be an "S" superimposed over a "C". No other markings. Actua...

The writing along the back of the spoon is definitely Korean. It appears to be a personal inscription or dedication, but I'm not sure exactly what it says. I doubt that the spoon was made in Korea.
