Trying to find out if this is Norwegian. Mark is "PBH" , the center symbol looks like a viking helmet. Thanks

found this at an estate sale, they said it was probably an old Irish piece. the only marks are the MM stamped twice on the bottom. is this possible? hope the pictures are good enough! thanks for any help - agc
