To note, one Russian site suggests that the mark is read as "Артель "Ювелир" Армпромсовета" but I am not sure if this is correct.

Hi everyone, I am trying to identify this hallmark on this cute little letter opener. As far as I know, Greece does not have a standard national hallmarking system. Although, "Greece" and the letter Psi (Ψ) suggest to me some sort of Greek origin. Can anyone shed some light on these marks?...
