Unidentified Tea Strainer

I have come across this tea strainer, which has the most unusual marks. There are no 925/other grade marks or country marks that I can make out. I’m completely stumped. Hi, Not French, not British either. Ste could stand for sterling fineness (925), maker`s initials RJ. That's all I can tell.
