Re: silver spoon
The guarantee marks were used 1819-1838. The maker's mark was used 1824-1829, which properly falls within the range.
Thus, we can conclude that your spoon was made between 1824 and 1829.

Re: Antique bowl
Well, of course, anyone can be mistaken, but I stand by my assessment. While the first mark resembles the charge mark of JJ Prevost used 1762-1768, if it were genuine it would be accompanied by a warden's (jurande) mark in the form of a crowned letter, and a decharge mark of Prevost or his successor ...

Re: Antique bowl
Alas, these are not authentic French marks. They are fantasy imitation marks intended to create an aura of age. They are perhaps from Hanau, Germany, where the practice was common, but I do not associate this exact series of marks with a particular Hanau maker. I would check the piece carefully for ...

Of the four makers with these initials listed in Ivanov's "Gold and Silversmiths in Russia", the only one working in Moscow was Nikolai Pavlovich Shishkov: "owned a gold and silverware shop, mentioned in 1913. Moscow"

The “P” charge mark did not come in to use until July 1784; the “U” here is the Paris jurande (warden’s) mark used July 1783-July 1784. The interlaced L’s is the charge mark here used by fermier Henri Clavel Aug 1782 – Feb 1789 in Paris on small silver and gold items. There should be a decharge mark ...

I concur; I don't think that is a French census mark. Rather, I think it is the Swiss "Edelwiss" import mark used 1917-1937. I would like to see a clearer photo. Neither the style of the piece nor the "950" mark are consistent with early 19th century France.

There was an article by Maurice Meslans in the Nov/Dec 2017 issue of Silver Magazine - "Mississippi Valley Silver, Part 7" - devoted to this mark where he attributes it to New Orleans silversmith Jacques LeDuff (ca.1769-1821). Most scholars of New Orleans silver - including the late Pat Bacot, Ellis ...
