The kanji in the middle are 東京 (Tokyo). As can be seen, they are written from the right to left, and not the opposite, so the piece is made before WW2. The top kanji is 正 (masa), means "correct/precise". Here are some scale weight with similar marks. Hope you can continue your research fro...
