It measures 6.5" tall (16.51 cm) from top to the bottom. The diameter of the base is 2.5" (6.35 cm). When removed, the small cup measures 2.25" tall including the decorative top piece (5.72 cm).

I've been unable to identify either what this is or what the hallmarks mean. I was thinking a christening cup, but no images or search strings related have shown anything like it.
